"Two weeks into the war, it finally dawned on Putin that he was completely misled. The foreign intelligence service, fearful of his responses, seems to have told Putin what he wanted to hear."
It is pretty hard to know what to believe due to the vast amounts of propaganda being produced about Ukraine. These writers claim (and I see virtually the same from other sources): "The operation has hit serious obstacles, not least fierce resistance by the Ukrainian armed forces and the unity of the population, including most Russian-speakers, behind President Volodymyr Zelenskyy and his government."
So, despite ignoring the Minsk Agreement, the Russian-speaking separatists of the Donbas region are behind Zelensky and his government?
I agree w the implications of your comments -- no way would the civilian Russian-speaking residents of the Donbass be inclined to support the forces that have been constantly shelling & terrorizing them for years. Something fishy about this "intelligence."
Probably not, in normal times, but apparently the Russians aren't really doing a very good job of targeting their munitions, it's just senseless wrecking by an invading force that has failed in its mission, knows it, knows that coming home won't be very pleasant, if in fact they come home... so they're just tearing sh*t up. And with that kind of indiscriminate warfare, it doesn't matter if you speak Russian or not, or are separatist or not, you're dealing with psychotic rage. And the only thing left to do is to shoot back and try to end the threat.
From Graham Seibert in Kiev/Ky'iv: "3:00 PM. A quiet afternoon after a fairly noisy morning, with quite a few missiles and what may have been bombing. A military campaign has to be sustained, with an objective. This one is totally half-assed. Wrecking things, killing people, and accomplishing nothing but more generations of enmity between what should be brother nations."
CEPAs' mission statement : "Through innovative ideas, effective relationships, and media engagement CEPA works to bring about positive change in Central-East Europe and Russia by strengthening NATO’s frontline, better understanding the Kremlin’s strategic aims, promoting greater solidarity within the EU, and bolstering Atlanticism."

Providing "nudges" to promote change, i.e. positive change from their perspective. Sounds like a propaganda operation...
that is clearly what it is... a NATO ("Atlanticist") think tank (in DC, on Pennsylvania Ave, no less...)
It was the best source I had on short notice, one that didn't require translation, which I was too tired to do.
